Project Description

Critical to the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) expansion of the Baltimore/Washington International Thurgood Marshall Airport (BWI) Midfield Cargo Complex, the Midfield Cargo Apron improvement project involved adding over 30,000 square yards of concrete airfield pavement for four new aircraft positions with direct access to the airfield.

The design and construction team demonstrated successful Partnering by completing the project within 107 days of MAA executing this 145-day construction contract, while overcoming immediate mobilization and other challenges throughout construction that could have caused significant delays. A variety of Partnering tactics were used to develop a World Class team and ensure these positive results. Stretch goals related to schedule, safety, awards, budget, operations & security, environment, quality and teamwork were established among the team during the initial Partnering session. The team also held monthly Executive Sessions to review progress, and added short Partnering elements to weekly progress meetings, allowing for tracking and follow through of key elements in real time. During a follow- up Partnering meeting, the partnership goals were reviewed, evaluated and updated by a scorecard/rating system from 1 to 10. The team also reviewed the goals weekly and monthly at the Executive Sessions with minutes shared among all team members.
