“The tremendous success of the project was a direct result of the frequent, open, honest communications and collaboration among the partners. Every schedule milestone was met or beat. The quality delivered was exceptional, particularly impressive considering the aggressive schedule and the complexity (including tighter than standard building tolerances needed for weapon system performance). The cost was well within expectations, despite the numerous changes inherent in a research and development project.”

– Ron Barr, PE, AAMDTC Facilities Project Manager

Partnering Results

  • Set and achieved measurable common team goals

  • Met an aggressive 15-month schedule

  • Delivered exceptional quality

  • Received and overall “Outstanding” Performance
Rating by NAVFAC during award fee evaluations

  • Reduced project cost by realizing significant material
substitutions and value engineering design alternatives

Project Description

The Aegis Ashore Missile Defense Test Complex project entailed construction of two separate facilities, each including a 4-story deckhouse, deckhouse support building, and MK-41 Vertical Launching System facility. The project was performed simultaneously at two geographically-dispersed sites, involved major building systems (architectural, electrical, mechanical, structural and civil), required phased construction to allow for multiple beneficial and joint occupancy dates, and offered multiple technical complexities.

To ensure project success, the team implemented an integrated partnering approach which incorporated the development of common goals, respect of all stakeholders, conflict resolution procedures, clear communication, and a culture of teamwork within and between each project site. This collaborative mindset provided the platform to mitigate various challenges, including: building two structures that had never been built before and previously only existed on ships, aligning team members six time zones and 5,000 miles apart, overcoming logistical challenges in delivery of materials and achieving an aggressive 15-month schedule.
